shared a memo saying that the department is considering conducting
targeted Express Entry draws to pick applicants based on their skills and

In the email sent to CIC, IRCC stated the following:
“The Department is planning to consult a wide range of stakeholders
to inform new categories in Express Entry, as required by the
legislation, and is preparing for technical implementation in the first
quarter of 2023.”
Canada’s immigration minister Sean Fraser will likely gain more
authority to make crucial modifications to the immigration system and
visa programs. He will soon set guidelines on what kinds of skilled
workers can immigrate to Canada and settle here.
The recently passed Bill C-19, which received a royal asset on June 23, permits the
immigration minister to invite Express Entry applicants based on their capabilities to
benefit Canada economically. The bill will enable IRCC to conduct Express Entry
draws based on an applicant’s occupation, language skills, work experience, and
education instead of Canada visa points or CRS scores.
In the context of targeted draws, the immigration minister will set up multiple
categories of immigration applicants that can be invited to apply for a Canada PR
visa. He will also determine specific economic goals for each category.
It implies that Express Entry will soon send occupation-based invitations as
Immigration, Refugees, and Citizenship Canada suggested. The process will enable
holding draws aiming at specific in-demand occupations per National Occupational
Classification (NOC) codes.
According to data published by Statistics Canada, five sectors
primarily drive total job vacancies in Canada. These sectors are
construction, retail trade, healthcare & social assistance,
manufacturing, and accommodation and food services.
Apart from occupation, the Canadian government will also target
applicants based on certain educational backgrounds or with
specific academic credentials in different industries and sectors.
