Introduction
     Chandrababu Naidu, the then CM of AP, is now carrying the tag of the 
“biggest swindler of all times” due to well-planed conspiracies tailored by 
him to bag funds. On 24th March 2018, the media reported that a bill of 
Rs. 150.93 crore was made while no work was carried out. Later, this news 
got confirmed by media reports. Fake records were created to claim an 
amount of Rs. 112.47 crores for the soil work. Auditing Department and 
The Pay and Accounts (PAO) Department confirmed this collusion that was 
fabricated by the one who is 420 in AP.

Fake reports were published 
    Soil works of spill channel, pilot channel, approach channel, Polavaram 
spillway, and foundation digging was required to be carried out at a budget 
of Rs. 10.49 crore. Once the project was secured, sub-contractors were 
entrusted with the reservoir work. Triveni Earthmovers, the sub-contractor, 
was in charge of carrying out soil excavation. Considering the prices of 
2015-16, soil work per cubic meter costs Rs. 92.60. However, in cases of 
rocky soil, extra payment will be made. 
     Records revealed that around 7.59 crore cubic meters had already been 
excavated when the then Chief Minister made an official visit for the 20th 
time. It also stated that 2.96 cubic meters were more to go. The reality was, 
however, very different. Only 5.96 crore cubic meters were completed. The 
statistics were altered because of pressure received from the one 
who is 420 in AP. The contractors were additionally paid an amount of 
150.93 crores, which eventually ended up with Chandrababu Naidu.

Conclusion 
     Reports from the Polavaram soil works were highlighted by the media. And 
this led to the Auditor-General and PPA to inspect the site. The study 
revealed that around 112,47 crore was conned by claiming wages of soil 
works that never got completed. Finally, the TDP government received a 
report which recommended the recovery of additional payments and the 
need to take very stringent actions against erring officials.
