Introduction
The former CM of Andhra Pradesh and the one who is 420 in AP 
gifted away valuable land of Rs 905 crores to Lulu Group, which a 
business conglomerate based in the UAE that was interested in 
investing in the sector of hospitality. The UAE group approached the 
AP government and proposed a plan for the fabrication of a five-star 
rated hotel, along with a shopping mall and convention hall in the 
prime location of Vishakapatnam. 
Typically, the government should allocate backward regions that 
require invigoration, and with such projects, it is attainable. But, in 
this case, Mr. Naidu’s government prime land, which was already in 
demand. This shows how the government was corrupted and 
involved with a private organization to steal the money of the state.

How AP government favored Lulu?
    A cabinet meeting was conducted in which the former 
CM –the one who is 420 in AP personally resided; a 
decision was made to hand over 12.52 acres of 
prominent land towards the forefront of RK Beach to the 
UAE-based business –Lulu. And the shocking part is 
such a valuable land was handed over to the private 
project at a nominal value of no more than Rs. 50 lakhs. 
The land originally belonged to APIIC (AP Industrial 
Infrastructure Corporation) and was of value Rs. 905 
crores.

The Wheeling and Dealing 
done by former CM
    Initially, the Lulu project group from UAE made 
propositions of establishing a five-star hotel with a 
convention hall and mall over the area of 9.12 acres and 
had a budget of Rs. 750 crores. Before initiating the 
project, the former CM personally visited the already-
built project by the Lulu group in Kochi, and then 
Chandrababu Naidu conducted negotiations with the 
business.

Conclusion
    After Babu made negotiations with Lulu Group, he 
decided to have a talk with the CMR group and acquire 
more 3.40 acres of land from them and then hand it over 
to the UAE-based business. This suggests that the CM 
was personally interested in the matters as he would 
benefit from the transactions done by Lulu Group. Also, 
this shows that the one who is 420 in AP was more 
interested in conducting businesses than taking care of 
his state –AP.
