Bill
Introduction
• A new bill approved by the nation's National Assembly Legal and
Legislative Committee to reduce the expat population in Kuwait could
result in eight lakh Indians leaving the country.
• The bill states that the Indian community of expatriates should not
exceed 15 per cent of the national population.

Legislation
• Speaking to state-run Kuwait Television, Minister of the Interior Anas
Al-Saleh said the government has a comprehensive draft law
proposing upgrading the law of residence, which will be sent to the
Assembly within two weeks.
• The legislative and legislative committee found the draft law,
submitted by five MPs, is in line with the Kuwaiti constitution and
laws.

• The bill is now being forwarded for consideration to the relevant
committee. Kuwait 's plan to rectify the 'demographic gap' is
legislative shift.
• According to Kuwait Assembly Speaker Marzouq Al-Ghanem, Kuwait
nation has a serious issue with its demographic density, 70 per cent
of which is expats.

View
• Kuwaiti Prime Minister Sheik Sabah Al-Khaled Al-Sabah said last
month that the Gulf State would like to reduce expat numbers to 30
per cent of the country 's population — down from 70 per cent at
present.
• This would entail a reduction of about 2.5 million foreign employees.

View
• Since the beginning of the COVID-19 pandemic, the anti-expat
rhetoric has spiked with lawmakers and government officials calling
for a reduction in the number of aliens in Kuwait.

What’s
expected?
• In June, Kuwait said it would ban expatriate employment in the
state-owned Kuwait Petroleum Corporation (KPC) and its
subsidiaries for the year 2020-21.
• The decision also calls for the freezing of applications for
employment from expats, for the cancelation of appointments under
process and not for the renewal of existing employee contracts.

Effect on Egypt
• Expats account for 3 million out of Kuwait's 4.3 million population.
• The bill provides for the number of Egyptians, the second largest
expatriate group, to be limited to 10 percent of the total population
of Kuwait.

• Kuwait also represents India's top source of remittances. India
received approximately 4.8 billion dollars as remittances from Kuwait
in 2018.
• In the past , India has often played the role of the Indian community
as a major factor in bilateral ties in Kuwait.

Conclusive View
From Indian Side
• Government sources said that the Indian embassy tracked events
closely linked to the new legislation. India has not made any
statements on the matter so far.
• But yes, according to the MEA, Indians are present in all segments of
Kuwait society, and are widely regarded as disciplined, hard-working
and law-abiding.
