oil, it is a good idea to take some time to understand the CBD oil 
UK law. There is still some confusion around if CBD products are 
legal in the United Kingdom and what the exact rules  are.
It is tetrahydrocannabinol that is responsible for the high that the 
cannabis plant is famous for.  This compound is only found in 
trace amounts in hemp, which is the species of cannabis that is 
used to extract cannabidiol. Keep in mind that cannabidiol is not 
a controlled substance in the United Kingdom.  In this part of the 
world, two other cannabinoids are listed as controlled under the 
Misuse of Drugs Act    1971.  So when purchasing 
CBD oil in the UK, you have to make sure that it is THC and CBN 
free to be sure that it is legal.

In short, provided that a CBD product does not contain any 
controlled compounds, it is legal. Even if the CBD products 
contain THC and CBN, the level must be non-detectable for them 
to be legal in the United Kingdom. 
Technically, full spectrum CBD oil is illegal in the UK because it 
contains detectable levels of THC. But this is not actively policed 
at the moment, meaning that you  can still find full spectrum 
CBD products being sold in the CBD shops. However,   most 
sellers, especially the larger retailers, only sell products that 
have non-detectable levels of THC and CBN in order to stay in 
line with the law.

Note that harvesting hemp for CBD oil is not legal in the UK. 
However, you can import processed hemp extract legally 
provided that it meets the conditions mentioned above. Also 
keep in mind that it is not legal to grow hemp in the UK for the 
purpose of extracting CBD. You need to first of all get a license 
from the UK home office, which gives you explicit permission.
