The Building Sustainability Index, commonly known as BASIX, was developed and 
implemented  by the Government of New South Wales in 2004. This initiative was 
taken under the  Environmental Planning and Assessment Act, whose primary aim 
was to ensure the  sustainability of residential developments.
BASIX enables the state to get improved sustainable and resilient dwellings which 
minimises  water consumption and energy usage. Additionally, it also reduces 
greenhouse gas emissions.
With the increased emphasis on sustainable dwellings, nearly 40% of water 
consumption and  25% of greenhouse gas emission is reduced. These targets 
contribute positively to the  environment and promote economic savings.

What Does a Basix Report Include?
A BASIX report is generally paired with a certificate needed every time a residential 
building is  constructed or any residential development process occurs in New South 
Wales. Multiple things  are included in the Basix report. These are as follows:

● The orientation of the building
● The place where the building is located
● The landscaping around the building
● The total size of the building

BASIX Report Performance Targets
BASIX targets are the basic benchmarks essential to achieve a qualifying score 
available in the  BASIX tool. These benchmarks are classified into different sections. 
These include:
1. Energy
This section deals with the total amount of energy used by home appliances 
like cooktops,  ceiling fans, air-conditioners, hot water systems, lighting and others 
that will be installed later  within the building.
2. Water
This section provides a score for the overall water usage in a building based on the 
efficiency  and effectiveness of fittings and fixtures like shower heads, taps and 
toilets.
3. Thermal comfort heating and cooling loads
This section gives insight into the cooling and heating loads based on the total 
energy needed  to cool or heat a building to remain at a comfortable temperature 
ideal for living. This benchmark  is different for all places based on the climate zone 
in which the building is situated, its  orientation, and its size.
Additionally, factors such as building form, insulation, glazing and ventilation also 
play a  significant role.
1. Embodied emissions
A newly introduced section deals with mandatory reporting of materials to measure 
embodied  emissions. This section does not carry any specific target but is a 
reporting function only.
Here are the updated performance targets introduced by the Government of New 
South Wales:
● Reduction in overall water consumption by up to 40%
● Reduction in the greenhouse gas emission by up to 40%
● Reduction in the needed energy for thermal comfort by up to 40%
Functioning of the BASIX Report during the Development 
 Process
Obtaining the BASIX documentation is the first and foremost task. The total fee 
charged varies  based on the type of development you’re aiming for. Once done, the 
BASIX certificate and the  development application are submitted together.
If any alterations are required in the development process, ensure it is done before 
this stage;  otherwise, you might have to redo it.
The actual development process begins once the application is studied carefully and 
passed.  Throughout the development, ensure you follow the steps per the 
certificate only for a smooth  process.
The last step of this process is the overall inspection of the construction site, which 
usually  occurs before you get your hands on the occupation certificate.
What is the BASIX Assessment Cost?
If the project needs stimulation
In case the project requires stimulation, usually, $100 is charged hourly. The fee 
increases  based on the total hours required to complete the process.
If the project does not need stimulation
In case the project does not require stimulation, nearly $400 to $500 are charged, 
which  includes GST.
