To comply with DOT regulations, companies must subject employees in safety-sensitive positions to random drug and alcohol testing (see eCFR PART 382 on transport.gov for full regulations on drug and alcohol use and testing). An easy way to manage random testing is to join a consortium. goMDnow provides alliances to DOT's Federal Motor Carrier Safety Administration (FMCSA), Federal Aviation Association (FAA), and non-DOT staff. How do employers and C/TPAs use the clearinghouse? The Clearinghouse is a centralized database that employers will use to report drug and alcohol program violations and to check whether current or potential employees are barred from performing security-sensitive functions. This includes driving a commercial motor vehicle (CMV) due to unresolved drug and alcohol program violations (i.e. violations where the driver has not completed the RTD process). This inquiry must be conducted as part of a pre-employment driver survey and at least annually for current employees. Additionally, employers can designate a C/TPA to report violations and/or make inquiries on their behalf. Owner-operators - employers who hire themselves as CDL drivers, usually single-driver operators - must designate a C/TPA at the clearinghouse.
