BIS Scheme X is a specialized conformity assessment framework 
introduced by the Bureau of Indian Standards for machinery and Extended Deadline
electrical equipment not covered under existing BIS schemes. 
Now valid until September 1, 2026
Operating under the Omnibus Technical Regulation (OTR), it 
ensures safety, quality, and regulatory compliance with Indian 
Standards.
Key features: certification granted after document verification, Manufacturer-Only
factory inspection, and IS code compliance. Products undergo Direct application required
testing in BIS-recognized laboratories before approval—ideal for 
non-standard, industrial, or high-risk equipment.
Understanding the Omnibus 
Technical Regulation
The Ministry of Heavy Industries issued the Machinery and Electrical Equipment Safety 
(Omnibus Technical Regulation) Order, 2024 on August 28, 2024. This comprehensive 
notification formalizes safety and compliance requirements for machinery, electrical 
equipment, and their components.

Certification Process: Step-by-Step
Documentation & Application 1

application fee of ₹2,000 to BIS for initial review and processing.
2 Application Review

BIS appoints qualified auditor and manufacturer pays inspection fees of 
₹20,000 per man-day for factory assessment preparation.
4 Factory Inspection & Sampling
Auditor conducts comprehensive facility inspection, collects product 
samples, and submits them to BIS-recognized laboratory for testing.
Laboratory Testing 5
Samples undergo rigorous testing against relevant Indian Standards. 
Manufacturer pays testing charges based on actual laboratory costs.
6 License Grant
Upon successful audit and testing, pay certification fee of ₹25,000 per 
year and marking fees. BIS issues license for ISI mark usage.
Timeline: Domestic manufacturers: approximately 90 working days. Foreign manufacturers: 6-7 months due to international logistics and coordination requirements.
