WHAT IS A POLITICAL 
PARTY? 
 A political party is an organized group of people who have the same 
ideology, or who otherwise have the same political positions, and who field 
candidates for elections, in an attempt to get them elected and thereby 
implement the party's agenda.
 While there is some international commonality in the way political parties 
are recognized and in how they operate, there are often many differences, 
and some are significant. Most of political parties have an ideological core, 
but some do not, and many represent ideologies very different from their 
ideology at the time the party was founded. Many countries, such as 
Germany and India, have several significant political parties, and some 
nations have one-party systems, such as China and Cuba. The United 
States is in practice a two-party system but with many smaller parties also 
participating and a high degree of autonomy for individual candidates.

ELIGIBILITY CRITERIA FOR 
REGISTRATION OF POLITCAL 
PARTIES
 According to the Election commission of 
India, for registration, there must be at 
least 100 members present in the new 
political party. 
 Each member of the proposed party 
should possess a Voter ID card. 
 Possessing a Voter ID card implies that 
the particular member is above the age 
of Eighteen.
CRITICAL POINTS FOR FILLING AN 
APPLICATION FOR REGISTRATION
 The application filed must be neatly written or typed on the 
party’s letterhead. 
 Within 30 days from the date of the party’s formation, the 
application should be either sent by a registered post or 
handed over personally to the Secretary of the Election 
Commission.
  An application will be considered as Time-Barred if filed after 
the prescribed period of 30 days. 
 It is pertinent to state that all the pages of the application of 
political party registration must be serially numbered inclusive 
annexure.

formation of the party should submit an 
application for political party registration 
to the Secretary to the Election 
Commission of India, Nirvachan Sadan, 
Ashok Road, New Delhi- 110001.
 The commission already has a prescribed 
Proforma; relevant guidelines are also 
available on the Commission’s website. 
The Election Commission will usually take 
about 4 months to process the request of 
the new political entities.

BENEFITS OF REGISTRATION WITH 
THE ELECTION COMMISSION OF 
INDIA
 The candidates set up by a political party 
registered with the Election Commission 
of India will get preference in the matter 
of allotment of free symbols vis-à-vis 
purely independent candidates. 
 Further, registered political parties, in 
course of time, can get recognition as 
`State Party’ or National Party’ subject to 
the fulfillment of the conditions 
prescribed by the Commission in the 
Election Symbols (Reservation and 
Allotment) Order, 1968, as amended 
from time to time.

 If a party is recognized as a State Party’, it 
is entitled for exclusive allotment of its 
reserved symbol to the candidates set up 
by it in the State of States in which it is so 
recognized, and if a party is recognized as 
a `National Party’ it is entitled for exclusive 
allotment of its reserved symbol to the 
candidates set up by it throughout India. 
 Recognized `State’ and `National’ parties 
need only one proposer for filing the 
nomination and are also entitled for two 
sets of electoral rolls free of cost and 
broadcast/telecast facilities over 
Akashvani/Doordarshan during general 
elections.
CRITERIA FOR RECOGNITION 
OF STATE POLITICAL PARTY
 (A) 
 that such party has been engaged in political activity for a continuous period of 
five years; and has, at the last general election in that State to the House of the 
People, or, as the case may be, to the Legislative Assembly of the State, 
returned-
 either ( i ) at least one member to the House of the People for every twenty-five 
members of that House or any fraction of that number from that State; or
 (ii) at least one member to the Legislative Assembly of that State for every thirty 
members of that Assembly or any fraction of that number;
OR
 (B) 
 that the total number of valid votes polled by all the contesting candidates set up 
by such party at the last general election in the State to the House of the People, 
or as the case may be, to the Legislative Assembly of the State, is not less than 
six per cent of the total number of valid votes polled by all the contesting 
candidates at such general election in the State.
CRITERIA FOR RECOGNITION 
OF NATIONAL POLITICAL 
PARTY
 If a political party is treated as a recognized political party in four or more 
States, it shall be known as a `National Party’ throughout the whole of 
India, but only so long as that political party continues to fulfill thereafter 
the conditions for recognition in four or more States on the results of any 
subsequent general election either to the House of the People or to the 
Legislative Assembly of any State.
