must apply for funding before installing their solar system, and only 
contractors listed as participating contractors in the program can perform the 
installations.
How Does the Maryland Solar Access Program Work?
To participate in the Maryland Solar Access Program, homeowners need to follow a 
two-step process:
1. Reserve Funds: Homeowners must apply for a reserve of program funds, 
ensuring their place in line. The income limits and eligibility criteria 
will be outlined in the Funding Opportunity Announcement (FOA), which is 
expected by the end of December 2024.
2. Complete Installation: Once funds are reserved, homeowners will have a 
180-day window to complete the installation of their solar system and 
make it operational. A verification process will ensure that the installation 
is properly completed before the grant is disbursed.
Features of the Maryland Solar Access Program
Unlike  previous  solar  incentive  programs,  the  Maryland  Solar  Access  
Program  is income-qualified. Only homeowners whose annual household income 
does not exceed 150% of the average median income for the state of Maryland can 
participate. The program is designed to prioritize those who are most in need of 
assistance, ensuring that solar technology is accessible to a larger portion of the 
population.
The program also allows for a six-month installation window, which gives 
homeowners ample time to complete the process without pressure. This flexibility,
