Yes, Buyer can select MSE purchase 
Preference while creating the Bid 
document(as per the applicable GoI 
guidelines). Since the functionality of 
splitting of orders in service Bids is still 
under development, full quantity order 
can be placed on eligible MSE Bidder 
falling in L1+15% range who agrees to 
match L1 price.
