                     Who is a verifying authority and what is his/her role in 
primary user registration?

Verifying authority is a person who verifies the details of the primary 
user. An officer should be of the same rank, one rank higher. Details 
such as, Name, Mobile No, Email (NIC or whitelisted) and designation 
of verifying authourity should be entered by Primary user post 
registration. A Email Will be sent to Verifying authourity to verify and 
approve/reject the Onboarding request of Primary user.
