The Unified Carrier Registration 
(UCR) program replaces the single 
state registration system. Every 
trucking company that operates in 
interstate commerce must pay annual 
fees based on its fleet size to 
supplement funding for state highway 
motor carrier registration and safety 
programs.
All private, for-hire, or exempt, vehicles must register for UCR Permits and 
pay fees through Base State that works on behalf of participating states. 
However, if your base state doesn’t participate in this program, you can pay 
fees in a neighboring participating state. The states that don’t participate are:
Arizona
Florida
Hawaii
Maryland
Nevada
New Jersey
Oregon
Vermont
