100% VG E liquid must contain no PG whatsoever, and this includes the flavourings. 99% of the e juice on the market right now uses PG as the flavouring base. When you add the percentage of flavouring used (10 - 25%), no matter how much VG you add in afterwards that flavouring percentage will be added to the PG content in the final mix.
