As an extension of the Enforcement Vigilance and Disaster Management Department under 
Commissioner A.V. Ranganath, the Hyderabad Disaster Response and Assets Monitoring and 
Protection Agency (HYDRAA) was introduced in July 2024. Built as a small action-based 
body, HYDRAA operates on three wings, namely the Asset Protection, Disaster 
Management, and Logistics Support, to solve the encroachments, ecological damage, and 
regulation enforcement. To a city that cannot grapple with illegal housing, land grabbing, 
and unprotected water systems, its coming is an indication of even more aggressive

The Telangana High Court has raised concerns over the legality of the agency since it had been 
established through the Government Order 99 without naming any particular statute or 
legislation to back the institution. The critics claim that most of the town planning infractions are 
defended by the manipulation of the courts and that there are intermediaries who use procedural 
loopholes to avoid enforcement. However, the actions of HYDRAA have been embraced by some 
quarters of the population, and people have openly shown their approval in having a stronger 
stance against encroachment.
