ATMs (Automated Teller Machines):
An ATM is a computerised machine that provides customers, 
the facility of accessing their accounts for dispensing cash and 
carrying out other financial & non-financial transactions without 
visiting the bank branches. ATMs are convenient, allowing 
consumers to perform quick self-service transactions such as 
deposits, cash withdrawals by the bank where the account is 
located, by the operator of the ATM, or by both.
ATMs are known in different parts of the world as “Automated 
Bank Machines” (ABM) or Cash Machines.
There are now more than 3.5 million ATMs in use across the 
world. Customers are typically identified by inserting a plastic 
ATM card into the ATM, with authentication done by the 
customer entering a Personal Identification Number (PIN) stored 
in the chip on the card or in the issuing financial institutions 
database. 
PIN is a numeric password which is separately mailed/ handed 
over to the customer by the bank while issuing the card.
Types of ATMs:
On-Site ATMs which are being set up in the premises where 
there is a bank branch and the ATM can be used.
Off-Site ATMs are set up on a standalone basis. This means 
that a bank has a place where there is only an ATM machine 
then this becomes an off-site ATM.
White Label ATMs set up, owned & operated by non-bank 
entities. These White Label ATMs will not display logo of any 
particular bank.
TATA launched the first White Label ATM in India under the brand name of 
“INDICASH”.
Brown Label ATMs are those which are owned and maintained 
by Service Provider whereas a sponsor bank whose brand is 
used on ATM takes care of cash management and network 
connectivity.
WHITE LABEL ATM (WLA):
ATMs set up, owned and operated by non-banks are called 
White Label ATMs (WLAs).
Non-bank ATM operators are authorised under the Payment & 
Settlement Systems Act, 2007 by the Reserve Bank of India 
(RBI).
The non-bank entities that set up, own and operate ATMs are 
called “White Label Operators” (WLAO).
The WLAO’s role is confined to acquisition of transactions of all 
banks customers by establishing technical connectivity with the 
existing authorised, shared ATM Network Operators/ Card 
Payment Network Operators.
Need for Introduction of WLAs:
Banks have played an important role in setting up and 
encouraging usage of Automated Teller Machines (ATMs) in 
India. There are a large number of ATMs set up in India by 
public, private and foreign banks but they are mostly 
concentrated in the urban areas and cities. The cities under tier 
III to tier VI have not seen any convenient growth in number of 
ATMs, which would have helped in popularising the personal 
banking in rural areas. They would have played an important 
part in financial incorporation.
Keeping all these points in mind, RBI has relaxed its policy 
about setting up ATMs and has allowed the participation of non-
banking financial institutions to set up the White Label ATMs. 
These White Label ATMs are owned and operated by the NBFCs 
while functioning just in the same way as any other ATM run by 
bank would do.
